Unable to activate windows Server 2016 on Hyper-V

I am unable to activate windows server 2016 on hyper-v. I have performed the following steps

1. slmgr /ipk C3RCX-M6NRP-6CXC9-TW2F2-4RHYD - this command gets a confirmation message that the Install key was successful.
when I check given as below command got error message:
2. slmgr /ato - this command gets an Error: 0xC004FD03 On a computer running Microsoft windows non-core edition, run slui.exe 0x2a 0xC004FD03 to display the error text

License type Genuine Portal licence:

Host Machine OS: Window Server 2016 std Edition

VM OS> Window Server 2016 std Edition
