Application: dsac.exe - active directory administrative center must close due to an unknown error

This is a fairly new install of Windows 2016 Server Standard on a VM hyper V getting error when loading DSAC, Active directory administrative center will not load. The system checks out fine with everything I've seen in other posts, there are no third-party applications installed and windows updates current 09/27/2018. I can still edit objects using Active Directory users and computers. Any help much appreciated.
