Windows Process Activation Service do not started

Windows Process Activation Service do not started

Error ID 3 cannot found specific folder

i have checked the the folder C:\inetpub\temp\appPools and it is already exist

I have grant permissions on this folder and also on C:\Windows\System32\inetsrv\config

i have tried to use an old Applicationhoast.config file form the C:\inetpub\history

i have added to registery keys on the WAS service for ConfigIsolationEnabled & ConfigIsolationPath

but also nothing changed so is there any other solution to solve this problem and start the service .
