Tape device in device manager, missing in removable storage

I have an HP Ultrium 2 tape drive that shows up in the device manager but is
missing from the removable storage libraries, and therefore missing from NT
Backup. This is on Server 2003 SP2.

Is there a way to troubleshoot/repair the RSM so it shows up?

- The tape device is properly recognized at boot, and properly recogized it
SCSI ID is changed.
- The drive passes all the tests with HP Tape Tools

No event viewer errors. This is the a result of the problem originating with
Symantec Backup Exec not recognizing the device, when the Symantec system is
active and the Symantec driver is used Backup Exec throws an error about the
device driver not loading. That has all been removed and now we are down to
the OS. It is almost like some obscure registry entry is missing or in error.
