How to Sync Notebook That Won't Sync Normally?

I'm running OneNote 2016 on a Windows 10 Pro desktop computer. My OneNote has many notebooks that are synced and have synced automatically without problems. However, I have one notebook containing data I can easily read and access that won't sync. I've tried creating another notebook with a similar name and moving the data into it, but it won't sync either. Data recovery won't work because the backed up data has been overwritten. (That's seems to be a problem with OneDrive backup. Make a couple mistakes, and the backed up data is overwritten with the wrong stuff.)


I love OneNote except for a few reasons. Apparently, it's not possible to rename a notebook without causing a problem. Notebooks can't be deleted. And, thirdly, syncing is mystical. Maybe I just need a good OneNote 2016 tutorial.


UPDATE


So, I created a new notebook with a name completely different from the name of the notebook that wouldn't sync. The new notebook wasn't coded as a syncing problem. Then, I renamed the new notebook using its Properties, created sections, and moved data from the notebook that wouldn't sync into the appropriate sections. Finally, I closed the notebook that wouldn't sync. Everything looked great. Then, I checked OneDrive and the new notebook isn't there. Likewise, I checked syncing status, and the new notebook isn't there. So, I have a new notebook that looks great but doesn't seem to be part of the gang. What's up with that?
