Change boot order...

I have a hard drive with an amber light on. I'm trying to clone the drive to SSD via USB using EaseUS software, but after the cloning the server automatically tries to boot off the USB and fails; it boots up fine when I unplug the USB. Can I configure the server to never boot from USB so that I can clone the drive? I checked the boot menu after one of the system restarts and didn't see a way to do it. Thanks.
