Can't Ping windows server 2012

Hi,

I am having issues where I can't connect to my servers SQL database. I try and ping the server and I get no response. If I ping it constantly (10-20 paquet request) then it starts communicating and I can connect to my database. The firewall is also turned off on it. Any Idea why it would do that? It is like the port is waiting for a wakeup signal or something.
