Dead DC - How to Recover Proper

2 DC's (DC0 and DC1) DC0 was server 2016 and this is the one that died. DC1 is server 2012 R2. Now obviously, DC1 is the only functioning DC on the network. My thought is to create another VM and install server 2016, keep the server name and ip address. Install AD role as the "backup" DC, let all the syncronzations happen and then transfer roles to the server 2016 server. Is that the best and quickest way to recover from a dead DC? The DC's run AD, DNS and folder redirection
