Hyper-V Live Migration error: "The operation is not supported" and event 20923 "Blocked a migration operation"

Server 2016 Datacenter w/Hyper-V role. No cluster, just direct attached storage.

Live Migration is enabled in Hyper-V settings:

• any available network
• using CredSSP

Attempting to migrate a VM from drive D: to drive C: on same host using Hyper-V Manager Move. After the wizard completes, a popup error occurs:



In Hyper-V-VMMS event log, there is the following entry:
