New Windows 10 computers getting temporary profiles.

I am doing a general systems upgrade of a small business. The business was working with Windows 7 laptops and a Server 2008 Domain Controller. The new windows 10 laptops were able to be joined to the domain and users were able to log in but when they tried to log in they always get temporary profiles. Thinking that it may have been a problem with the functional level of the old server I continued and installed a new Server with Windows Server 2016, made it a DC, promoted it to be the FSMO, used dcpromo to remove the old DC (it is still present and acting as a file server). And finally increased the domain functional level to Windows 2016. However the new laptops still give all users (with the exception of the domain administrator login) temporary profiles.
