WDS error - "An error occurred while trying to create the directory for the architecture.Error Information: 0x3"

This is a second time when I see this error with Windows Server 2016. Totally different server in different environment. I'm trying to get my MDT boot image to boot via WDS PXE. There is no PXE response coming from server. This is the only error I can see in the eventviewer

Description: "An error occurred while trying to create the directory for the architecture.Error Information: 0x3"
Event ID 1284
Source BINLSVC


Any good ideas how this can be resolved?
