Server 2016 Cumulative updates failed repeatedly with error 0x80070020

Server 2016 Standard, cumulative updates have been failing since May. We've tried installing CU update manually each month hoping that it will work but still no luck after 5 months. I've tried SConfig and still no luck.

Any help is appreciated.
