Windows Hello and Fingerprints

I have been tasked with looking into bio metrics for our organization and need some help. While doing some searching online I see there is a Windows Hello and a Passport option. I have found the information online to contradict each other as to what those services can do.

We have A windows 2012 R2 AD environment (will be 2019 soon) and 80% of our workstations are Windows 10 (the rest will be soon, they are Win 7). I would like to put a fingerprint reader at each workstation and have the fingerprints be the password. I've read it is possible with Windows AD but I've found mixed guides on how they work. I would prefer the fingerprint be stored in AD and not the local machine so they don't have to setup a fingerprint on each PC. Is this possible? If so which service do I want, Windows Hello or Passport?

Thank you
