Making A Group Policy

Hey,

I'm fairly new with Windows Server 2016 and I want to make a group policy just for restrictions such as blocking access to the Control Panel, etc and assign it to a user's account using the members thing within the user properties.

Is there any straightforward guides on how to do this? Thank you.
