Error on reboot after install cumulative update

Hi,

my server with FSMO roles (Windows server 2016 ver.1607) continue a failure the cumulative updates. They seem to be installed correctly but at reboot (it takes 3 hours) server start in safe mode. This is a domain controller with dns and dhcp services. The update are:

2018-10 Cumulative Update for Windows Server 2016 for x64-based Systems (KB4462917)
2018-09 Cumulative Update for Windows Server 2016 for x64-based Systems (KB4457131)

can someone tell me how to identify the problem?
