Win 10 Task Scheduler Job Fails When Using "Run whether user is logged on or not"

Switching from Win 7 to Win 10, I went to set up a job in task scheduler which failed. I am now just trying to run a simple command "winver.exe". When I run it with "Run only when user is logged on", it works fine. When I switch it to "Run whether user is logged on or not" and "Run with highest privileges" selected, it doesn't execute, even though the Task History showed it executed successfully. Is this a windows bug or something I'm doing wrong? Any help will be appreciated.
