Additional keyboard layout automatically added

I have found that keyboard layout automatically added name "English(United States) Thai Kedmanee" in Windows 2012 R2 and Windows 2008 R2. I have try to get rid of from windows but I couldn't. I have already changed all localization to US but it is still default at "Thai Kedmanee"
