Default app selection not working, no matter what I try

After a reparation, my laptop came back with Windows reinstalled.
As usual, that meant that I was going to spend another day of my life trying to remove crap, configure Windows to my liking and resolving numerous new surprising bugs that come with a clean installation of Windows, again, as usual.

This time I've got a nasty one that is making me go bald as we speak. Here it comes:
I can not in any way select the default app associations for certain filetypes as well as for an app, apparently.
I'm trying to associate all webdevelopment files with Sublime Text 3 (html, php, js, css, etc.)

I've tried the following things:
Context Menu > Open with > Choose another app > Always use this app to open .php files CHECKED
file is opened in Sublime but nothing changes
Context Menu > Properties > Opens with
nothing changes
Settings > Set defaults by app
Sublime is missing from the list
Settings > Choose default applications by file type
.php is missing from the list
.css > Sublime
nothing changes

I tried some hacky registry things, but that obviously isn't ideal.


I've tried changing .js and .css files to be opened in, for example, Notepad. But that too didn't work.

For Sublime, it seems that Windows simply isn't recognizing it as an app.

I've reinstalled Windows 2 times now (with file preservation) but the bug still appears.
I'm going to reinstall Windows a 3rd time without file preservation to see if it still happens (will edit or comment later).
