IE - Explore Flash Plugin missing in Windows 2012 Server

Dear All

I have installed the "Desktop Experience" Feature and I have set the "Internet Explorer Enhanced Security Configuration" to Off with Administrators and Users.

Now when I login as Administrator and I run IE then I have Flash Plugin available but when I login with a different user it is missing. What am I missing here?
