Activate Windows Server 2016 Standard Evaluation

I installed windows 2016 server standard evaluation. When I tried to activate windows I got an error (this version "Can't activate this edition"). After that, the server is activated. After the next update, windows is not activated, and if try to activate it, there is an error, because windows has some updates pending. after the updates pending were installed, windows is activated again. I do not know what is happening. Should I try reinstalling windows? is not possible activate an evaluation version?
