why won't my Latitude E6430 windows 8 read my Lacie external hard drive

I bought a brand spankin' new USB to mini cord and it fits my Lacie, but my dell won't read it. Losing the info is not an option. Some say that buying a power cord is the answer, but it doesn't work for everybody, apparently. Can you help?
