"The security database on the server does not have a computer account for this workstation trust relationship" on the server locally. 2012R2

Server rebooted and all user accounts for the domain come back :

"The security database on the server does not have a computer account for this workstation trust relationship"

This is on the server locally. Server 2012R2

Can't login to the COMPUTERNAME\userid accounts either they all come back incorrect password.

However if I boot to safe mode, active directory repair mode, or directory repair mode all passwords work, both DOMAIN\userid and COMPUTERNAME\userid I have tried for two days to get the machine to boot back into normal mode with no success.

In addition workstations can access shared folders, but the exchange server and quickbooks database manager are not starting so those services are not working.

I have changed passwords through command line and powershell and they still only work in safe modes.

I have tried the NETDOM commands to fix the trust issue - no change

Is there anyway of fixing this issue without reinstalling.
