I cannot download PV Proctor in my Windows Vista Home Premium

Whenever I want to dowload PvProctor to conduct a system check for an exam that I need to set up to online, the application gets installed but then it notifies me an error "The procedure entry point RaiseFailFastException could not be located in the dynamic link library KERNEL32.dll.

Can u please advise what to do ? I have tried to restart my laptop but nothing so far has worked.
