Trying to reset a Windows Vista Toshiba Satellite Laptop

So my mother-in-law has a Toshiba satellite laptop and we tried to put it back to factory settings so she could sell it.

We tried resetting it and are now stuck at a black screen that keeps coming up like this:












Any advice on how to fix this would be greatly appreciated as it would help us a lot and be a nice surprise for her to wake up to rather than having her upset that her computer might be broken
