Windows Servers as RADIUS clients

Hello Experts,

We don't have servers in the domain environments

Can I use RADIUS/LDAP authentication on Windows 2000/2003 servers for
centralized authentication to protect local accounts?

You can use either ADIUS (via IAS, the Internet Authentication Serrvice that
ships with Windows Server) or LDAP on a domain controller.

What does "local account" mean in this context?
