"Preparing to recycle" when shift-delete

The above image appears when I Shift-Del a large folder. I believe this is a bug, as I get asked "Do you want to permanently delete the folder" and I click OK. It shouldn't display the words "Preparing to Recycle" as that implies a recoverable delete.

Indeed when finished, it does delete the folder permanently, not to recycle bin.
