Pinning Device/Printers for all users

in bold the line i put in my xml to have "Device and Printers" for all user:

but, when i import the xml and I log with a new user, there is no Devices/printers tile, only IE and Chrome. I try using an LINK, but no result too. if I put this XML in the GPO, i get the same result, IE and Chrome only, no Devices/Printers


someone help ?
