Windows Server 2016 Not Showing The Correct Number of CPUs/Cores

I'm having a problem with a HP DL380 Gen 10 server running Windows Server 2016. Not all the CPUs/Cores are being exposed to the operating system. MSCONFIG and BGINFO64 are only showing a single quad core processor. The server has TWO Intel® Xeon® Gold 5122 Processors for a total of 2 CPUs, 8 Cores and 16 Threads.

Other Apps like VM Workstation and also only showing the 4 CPUs. Note: Device manager shows 16 CPUs.

Please advise.
