Update will not install (KB4467684)

every time the windows 2016 standard downloads the update it fails

I've downloaded the 2018-11 Cumulative Update for Windows Server 2016 for x64-based Systems (KB4467684) and tried the installation and receive the error that the following updates were not installed: Update for Windows (KB4467684)

Any idea how I might get passed this problem?
