Admin elevation privilege not pushing to the local level

hello,

i need help understanding why i cant use my admin rights on the local level. im the new it guy at the company, so i have admin right but im getting "the requested operation requires elevation." whenever i need use my admin rights in my account on my pc. i am able to use my admin credentials outside of my own account on my pc but when i log in it doesn't let me.
