Windows update doesn't reboot for win2016 file servers that have active user sessions

We are configured to automatically deploy as follows:

Patches will download (from wsus) and install, but the reboot will not fire off. "Settings > update" will report an seemingly random reboot time outside of the active hours, but that will also not happen.

Yes we do have:

- Always automatically restart at the scheduled time: Enabled

- No auto-restart with logged on users for scheduled automatic updates installations: Disabled

We have other win2016 servers with the same image and in the same OU that reboot perfectly fine. We have win2012 file servers with many active sessions that reboot fine. The ones that don't work are both win2016 and with active user sessions.

Thank you,
Jaime
