Windows Server 2012 installed on a private VM running on my workstation.
Being ostensibly a network issue, this problem falls between the cracks of responsibility, but this seems as good a place as any to get started, since the error seems to be originating with the Windows 2012 server.

Since the upgrade of the workstation, these connections are rejected - "Connection Refused". The firewall on the Windows 2012 is turned off.
The vm exhibits no other issues. I am able to ping it, and am able to establish a Remote Desktop connection to it.
