Windows 2012 R2 Stuck on "Getting Windows Ready"

My companies server is stuck on an update despite all of my efforts to resolve the issue using DISM and more.


I have tried renaming the pending.xml \Windows\Winsxs folder. Then I created a blank pending.xml file there. echo > pending.xml

I run the DISM tool

DISM /Image:\ /Cleanup-Image /RevertPendingActions

I have success here but there's an error regarding the scratch folder.

and

DISM /Image:\ /Cleanup-Image/RevertPendingActions/<g class="gr_ gr_16 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace" data-gr-id="16" id="16">scratchdir</g>:\Windows\Scratch

I get an error here stating that it could not complete the required action
