User v Device Cals

Hi

I want to install a server and 25 client desktops.

We have 25 users so I think it makes no difference if I have User CALs or Device CALs. Is this correct?

If I set up with 25 Users CALs. Over time some users will leave the company and new users will start. Do I need to delete the old users?

If instead set up with Device CALs and I have 25 CALs what if over time I add say spare desktops but only 25 are in use? Do I need 25 or 30 Device CALs?
