Windows 10 Pro (10.0.17763 Build 17763) will not go to sleep

I've been scouring tech forums, windows forums, youtube, for days and days. There are plenty of "windows wont sleep" threads. I've tried dozens of the "fixes". Either I have a different issue, or I'm doing them wrong.

I want my Windows 10 Pro install (fresh/recent re-install) to go to sleep. The only fact at this point is SOMETHING is preventing here. Here are something things I've done and tried.

1) Advanced Power Setting ==> Multimedia Settings ==> When Sharing media. [action] I changed setting to "Allow the computer to sleep"

2) Advanced Power settings ==> USB Settings ==> [action] disabled USB selective suspend setting

3) Device Manager ==> for numerous devices (Mouse, keyboard, network adapters. [action] within the Power management I unchecked the "Allow tghis device to wake the computer"

4) I removed/unplugged ALL USB devices. I used a PS2 keyboard, then on old fashioned USB mouse and then booted pc to see if some USB device I previous had connected was blocked. [results] none

5) I executed the "powercfg /requests" from a cmd window do see if anything was reported there. Everything was "None".

6) I read plenty of people had issues with xbox controllers connected to their desktop. So I removed mine

7) read plenty of people had issues with LED/RBG keyboards and mice (which is why I tried old fashioned ps2 keyboard and mouse)

I'm continuing to search, but nothing has worked. I do not want to have to manually put machine to sleep each time I walk away. There must be some debugging command or tool or event log that can be examined that would reflect a device or setting that prevents sleep once the sleep timer expires.

One other notable piece of data. Not only does the machine NOT go to sleep. But I also noticed that the "Turn off display" is also not occurring.

There are tons of Sleep thread here already, and I've got through each I've found. None of those solutions appeared to have worked. Unless I need to manually reboot between settings changes to take effect. I generally change the setting, then wait to see if I sleep.

Thanks in advance.
