Can't fix "Side-by-side configuration is incorrect." Every troubleshoot has issues

Hi,


As of this morning I got a message when I open any executable saying "C:\Users\Eric\Desktop\(whatever .exe)

The application has failed to start because its side-by-side configuration is incorrect. Please see the application event log or use the command-line sxstrace.exe tool for more detail. "

I'm on windows 8 btw.

Now... I've tried everything.

I've tried going into Regedit to look for the vc80.crt_1fc.etc file and made sure the data number was the highest number and restarted.


I've tried downloading the Vcredist_x64 executable for the Microsoft Visual C++ update/reinstall and it's giving me the same side-by-side error and I'm afraid to delete them and reinstall them in uninstalling programs because then I won't be able to reinstall them if I'm getting the same error.


I've also gone into CMD and done all the command prompts such as DISM or scans and whatnot and they don't find anything or think I'm not the administrator.


I've tried going into control panel > programs and features > repair and it's not available for any of the programs having this issue.


I've tried CHKDSK and it didn't bat an eye.


I've done the Microsoft Safety Scanner and it keeps saying an error has occurred.


and my last resort I was hoping to do a system restore so I could reinstall the C++ and hopefully never see this random issue again but my windows 8 PC doesn't have a restore point for the 4 months that I've had it.


What should I do? Any help would be greatly appreciated, I have work on this PC and it's also what I use away from work.
