Disappearing Server in Network Neighborhood

I have a Windows 2003 enterprise server SP2 that for some reason does not
show up on the list under the Microsoft Windows Network. I have to to disable
the NIC and re-enable it then after several minutes it show up for awhile and
then it disappears again. This is our main print server and shared
directory/folder server for the entire network.
There have been no reported printing issues or problems with users gaining
access to their network folders/files from their mapped directories it's only
bothersome when I have to manually locate the server through network
neighborhood on XP. All DNS and WINS configuration looks fine, I have no
trouble pinging it's name or IP address, nothing has changed, the problem
only appears to have started today. Any ideas?

Sounds like master browser issue. Any errors in the event viewer or use
browstat to troubleshoot.

I noticed that there was no master browser so I made my PDC the master
browser by entering the registry settings suggested in the articles below.
Now when I run browstat status <domain> I receive:
Browsing is NOT active on domain status: 6118. Master name cannot be
determined from GetAdapterStatus.
I have DNS, WIN setup and the server is using a static IP however it still
disappears from time to time. It only uses one NIC and no firewall is turned
on. How do you activate Browsing? Also, when I run browstat stats I notice
that on this server I only see statistics for NumberOfElectionPackets however
when I run it for other servers I see statistics for this one as well as for
the first two or three lines shown. Why is that and what does it mean?
