Can't Type in Start Menu Search After Cleaning up Image with System File Checker and Dism.exe

I have 5 Windows Server 2016 Terminal Servers and were were having an issues after some updates were installed. They were causing issues with a vendor application.



The vendor recommended we did an online image cleanup to the systems after removing some Outlook security updates that broke their integration. We also remove the Dec cumulitive update because it also caused issues with Outlook search, but those are not related to the new issue we have.

DISM.exe /Online /Cleanup-image /Restorehealth
and


sfc.exe /scannow

Once we completed this we are now no longer able to type in the search text box from the start menu.

You can't open the start menu and start typing to get search.

You can add the search button to the task bar and then click on it, but still when the window to type in search comes up you are unable to type in the box.



You can do a per user fix of launching ctfmon.exe and then right away you are now able to type.

On any of our other servers we did not do this clean up on we do not have to have any ctfmon.exe process running and start menu search works as it should.



Looking for suggestions to resolve the underlying problem. I don't want a well just launch a copy of ctfmon.exe for each user on startup or something like that as no other servers need that exe to be running to get this working.
