Angel, I am truly sorry, I must to apologize to you. I completely missed
the link to the iTunes 7.3.2 version that was suggested to you, on the Apple
site.
I just happened to need to go back for the new version for a VISTA box I am
working on [itself a wasted effort as the new iTunes would not download to
this 9X box] and noticed the Windows 2000 link at the bottom of the download
windows. {okay, don't hit me}
About iTunes 7.3.2 for Windows 2000
iTunes is the best way to enjoy your digital music and video with your PC,
iPod and Apple TV. iTunes 7.3.2 for Windows 2000 is designed to work with
Windows 2000 Service Pack 4 or later.
iTunes 7.3.2 for Windows 2000 - 37.98 megs

Which redirected/resolved to this:
http://appldnld.apple.com.edgesuite.../061-3611.20070802.0o6t4/iTunesSetupWin2K.exe
Again, I apologize for my previous error. I'm not sure which link will work
for you. Having stated that, now comes the "well that was a waste of hours
of download time [modem]" it won't work, and why Apple may not have created
a player for iPod/iTunes for 9X/ME:
Having expanded [administrative install] the itunes.msi:
The Apple software appears to be using third party created files/drivers.

and other code. From the above we can see the references to ntoskrnl and
HAL.
Moreover, the application requires at least QuickTime 7.1.6.200 [included
in the master file] be installed.
It might be interesting to see if perhaps there were GEAR drivers created
for 9X/ME which would allow its usage, though they would likely need
modified to work within Apple's software.
