Netflix & Amazon Prime freeze and Games have fps drop on Windows 10 high end hardware

I got a really annoying problem on my windows 10 high end PC.
I could usually run two things at the same time without problems. That would be a video game on one screen and a browser with video-streaming on the other (Netflix or Amazon Prime).
But ever so often I noticed that my fps drop from ~200 down to 50 or less and whenever I switch to my browser the video-stream freezes for a second and also my mouse will hang for a millisecond and sometimes the browser would freeze for multiple seconds when just typing in words in google search or such.
I tried to refresh all my network settings and network adapter configurations and it kinda helped for a while but after using the pc for another couple of hours the problem came back. It doesnt matter if I watch video-streams with Chrome or Firefox, the problem occurs with both browsers.
There is no AV scan running in the background.
So I am not quite sure where to look next or what to do to find out the source of the issue and get of rid once for all!

Gigabyte AORUS GTX 1080 Ti

ASUS ROG STRIX X299-XE

32GB RAM

Samsung SSD 960 EVO M.2 1TB

2x500GB SSD 850 EVO
Internet connection via 1GB LAN

Nvidia drivers 417.35 from 12/12/2018
WIndows 10 Pro 10.0.17134 Build 17134
