I am trying to turn off Internet Explorer ESC for users on a non-AD DS Windows Server 2012 (not R2) instance running on Amazon Web Services.
Everything I see tells me to turn it off in Server Manager, which I have repeatedly done for both users and administrators.
My problem is that IE ISC remains on for users, but not for administrators. I've searched and searched...tried running a PS script to force IE ISC off. Played around with the local policies. Deleted and re-added the user (it's a test server).
Nothing seems to work. Starting IE brings up the IE ISC enabled page; the user cannot change its security settings for the Internet zone.
It's driving me crazy. I would appreciate any hints.
Here is a screenshot showing IE ESC is set to off for users and administrators. And here is a screenshot showing that IE ESC is on for a user and that the user cannot reset their zone settings.
