Change background color and title bar color of Windows Server 2012 R2

Hello -

I am interested in finding out how I can change the title bar color or background for a development server (Windows Server 2012 R2).

I want to do this to distinguish the development server from the production server. Color would seem to me to be the best way to do this, if it is, in fact, possible.

If there is another way for users to distinguish the difference between the development server and the production server, please include that also.

Any direction will be greatly appreciated!
