Exchange 2016 on Windows 2016 Server advice needed

About 18 months ago we added a Windows 2016 Server to our SBS 2011 because Sage would not support SBS for Sage 50 Accounts Software.

Our SBS is used for Shared Files and Emails for 20 users

We now how a situation where the SBS needs to be retired due to age ~6 years old.

We in an area where Internet is not reliable so our boss dose not want to use Cloud

The Server is Fujitsu TX 1310 with QuadCore Xeon, 16Gb RAM and 2 x 1Tb HDD setup as Raid 1

I'm thinking of adding a 2nd Pair of 1Tb HDD and start again with additional 16Gb RAm (32Gb in total)

Setup Server as VM Host - Hyper-V Host only
Install 1st Instance of Windows 2016 for DC and Shared Files on the 1st Raid Pair
Install 2nd Windows 2016 as a Member Server then Install Exchange on the 2nd Raid Pair

In my previous job we setup 2 Exchange 2013 Servers (2 different sites / companies)
However, in both cases this was HP ML350 Server with 2 x CPU's (6 core) & 64Gb RAM

Is this QuadCore Server going to powerfull enough

Anyone using a Single Processor QuadCore Server with Hype-V + Exchange?

I don't think we have the budget for a new beefier Server

Any comments would be appreciated.
