windows server crashing when trying to add roles

I cant find this: HKLM\SOFTWARE\Microsoft\ServerManager\ServicingStorage\ServerComponentCache

I am new to using windows server 2016

I also get that it says restart pending and I restart and its still there, then I get this powershell that says not installed when it is.
