Active Directory Error

We have two 2008 R2 domain controllers and added a new 2016 domain controller. When I created a new GP on one of the 2008 r2 domain controllers we noticed that it was not being deployed. Further investigated show replication errors specifically with the new 2016 domain controller.

Running the AD Replication status tool shows the server 2016 domain controller is having issues at the Schema level. At that level its reporting that the 2008 r2 servers are unable to reach the 2016 server.

I'm looking for any insights.
