Windows Server 2016 - rundll32.exe

I did a fresh install of Window Server 2016.



I've noticed that when I try to open some video options, I receive the error:



"C:\Windows\system32\rundll32.exe
Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item."



Some people are complaint about this issue on Windows 10 too.



Does anyone know if this can be safely ignored ?
