Windows 7 Starter SP1 activation issues

I have a HP netbook that was activated then I upgraded to Windows 10 and the machine slowed way down.



I got a Windows 7 starter Iso to try and recover back.



That did not work and I got an official HP recovery disk for my netbook model



Now it appears that Windows 7 will not activate.



I ran the MGA program and got this
