Server 2012 (Not R2) stuck checking for updates

Windows Server 2012 NOT R2 is stuck checking updates. NO WSUS.

I've done the following:

1. catroot rename

2. softwaredistribution folder rename

3. change settings for how to update

4. WU diag troubleshooter

5. registered numerous DLLs

6. Did it all again.

Ideas please. Thanks!
