Windows server 2016 Two-Node Failover Cluster

I am building a Windows server 2016 Two-Node Failover Cluster hosting SQL 2016 BAGs. I just need to confirm best practices: Should the cluster host server and cluster roles always be on the same node? Every now and again I find the cluster host server is on Node1 and the Roles on Node2. The cluster has sufficient resources to allow Node2 to be totally passive. Has the advice changed in server 2016?
