Well,
installed a fresh & clean ISO download on MS Server2016 Essential trial, did all updates, looked good, purchased a valid new license and shows (may after updates) a permanent disk I/O on my system disks.
I use an Adaptec 6804E with mirrored WD 2G disks.
The permanent reading/writing is caused by PID 4 (System) as shown in the included 2 images...
